On Street Parking Changes Proposed for River Oaks
Proposed Parking Changes October 11, 2023
The City of Warrenville is proposing major parking changes for all on-street parking in River Oaks. They are recommending that parking in the subdivision be limited to only one side of both River Oaks Drive and Ridge Drive. This recommendation comes after a request that the lower cul-de-sac of River Oaks Drive have the same parking restrictions that the upper cul-de-sac on Ridge has that allows for school buses to come into the subdivison during weekday school hours. Instead of simply applying the same restrictions to both cul-de-sacs, the City is proposing severely limiting on-street parking in the whole subdivision. They are recommending that parkiing only be allowed on the side of the streets without fire hydrants.

Good Afternoon Sean, Jamie Clark forwarded me the email chain below and asked me to respond. While I appreciate your perspective, there is not sufficient room for larger vehicles to navigate around the islands in the cul de sacs when vehicles are parked on the street. This is obvious when I look at the ring of gravel that was placed behind the curb in the cul de sac islands, due to vehicles driving up and over the curb of the islands. There are many contractor vehicles (some with trailers), delivery trucks of varying sizes, and other larger vehicles that provide service to residents outside of the limited Monday through Friday daytime hours you are requesting. Parking should always have been restricted on one side of both streets, and in the cul de sacs, from the time the subdivision was developed. After reviewing the lack of parking restrictions in the subdivision, staff will be recommending these restrictions to City Council. The current plan is to present these at the November 13th Community Development Committee of the Whole meeting. Thank you, Phil
Below is a copy of the email exchanges with City of Warrenville officials and responses from River Oaks. If you feel strongly that this is the wrong change for River Oaks, please plan to attend the November 13th Community Development Committee of the Whole meeting where the City's new plan will be presented.

Hello Amy, I hope I have the correct person. I am trying to get the school district to allow a full length bus to come down our neighborhood and have a bus stop at 2s549 River Oaks Dr. I chatted with Lisa Maher at CUSD 200 last year, and she said that the bus company is not able to get a full length bus down our cul de sac because there are no parking restrictions on the street. There are current restrictions on Ridge Dr, which allow the bus to to turn around in their cul de sac. I also talked with the River Oaks HOA, and they suggested talking with my immediate neighbors and then contacting the city as it is not an HOA issue. Is this something that you can help me with? Thank you, Sean Allen

Good Morning- I was able to direct your inquiry to Public Works (I have copied Jamie Clark on this message). He has been discussing this matter with the Public Work Director and I also believe reaching out to the school district to understand bus turning radius, parking restrictions, signage and other requirements. My understanding is that the Public Works Team is evaluating options. Jamie Clark would be in the best position at the moment to provide a more detailed update. Jamie, appreciate you sharing any update you may have with Mr. Allen. Kindly,

Hi Amy and Jamie, Just checking in on the status of this request. Like I said in my email to Jamie, I don't want to be a nuisance to you, so if you could tell me a timeframe I can expect some feedback that would be great. Is this something that can happen quickly, or can I expect months to go by with little to no information? I was really hoping to get this accomplished before the cold weather sets in. Thanks, Sean Allen

Wow that’s great news. I’m actually on the River Oaks HOA, I am the treasurer. But, if additional communication is required that is fine. Thanks for the update on this, I really appreciate it! -Sean Allen

Sean Based on a discussion with Lisa Maher who deals with the school buses at the school district, we are going to recommend no parking on one side of both River Oaks Drive and Ridge, and no parking at all in either cul de sac. The parking restriction will likely be on the side of the street the fire hydrants, since those already restrict parking somewhat. Can you communicate this with the rest of the HOA? Let me know your thoughts. Thanks Jamie

I'm not sure I understand the benefit of "no parking at all in either cul de sac" The parking restrictions are to allow a bus to enter the River Oaks Dr cul de sac. Seems to me the parking restrictions should cover just the time that a bus would come. The parking restrictions that are currently in place on Ridge Dr take this into account. My recommendation is to use the very same restrictions that are currently in place in the Ridge Dri cul de sac, which are No Parking, 6 am to 5 pm Mon - Fri, In addition to the no parking on one side of the street Mon-Fri. After we agree on a proposal, I will communicate this with the rest of the HOA. Thanks, Sean Allen

Sean The no parking in the two cul de sacs is to better allow fire, garbage and public works vehicles to more easily get through the cul de sacs. It’s difficult for them to get through when vehicles are in the cul de sacs. Jamie

Well, while that sounds good. Fire trucks have been using the cul de sacs for 30 years, in addition the garbage trucks would be coming during the window that I suggested. The no parking ever in the cul de sacs is a non starter. -Sean Allen
